Naval Progression: Locating Pirates

All of my current federation naval progression missions involve killing 3-4 pirates in a system. However, each system only consists of a single star, with absolutely nothing else there... what am I missing? With no planets, stations, or nav beacons... my best guess is to fly around aimlessly hoping to come across unidentified signal sources... but the few that i have stumbled across do not have pirates either. hopefully somebody can offer a bit of help for this lost soul.
 
Yes, check out the USS. The pirates will be in a USS with 3-4 ships. They will show as 'clean', so you will benefit from a KWS. Or, simply shoot the ones that scan YOU and complain about a lack of cargo (you aren't carrying cargo for this, right?), or demand you drop your cargo.

Check your transaction screen. as you kill the pirates, the tally will show.

It took me most of the allotted time to find the last set since one got away (jumped to FSD with 0% hull, while I was hammering away at him... >_<) early on. For me, of the first three USS, two had pirates (for a total of 5 pirates). After that, the next dozen or so were filled with rubbish and stolen cargo. Finally, with about 30 min to spare, another USS with pirates spawned.

Agreed takes a KWS - otherwise your popping pirates for free. A Lord doesn't work for free.

I also find it beneficial to take a discovery scanner on missions to uninhabited systems – there’s often asteroid clusters close to the star. If you hand out at one of these you'll tend to get spawns of pirates.
 
Thank you both for the help. It took a ridiculously long amount of time. And for whatever reason, since I was in an anarchy system, the kill warrant scanner never showed anything as wanted. But at least it's now over. Somehow... that mission made flying back and forth over and over (trading) seem less frustrating...

Almost as annoying as dashing back and forth across a system, scanning gravel while exploring. "What... another pile of gravel... another 5 minutes of coasting to get really really close for a 10 second scan of.... gravel."

The KWS doesn't change the main HUD display of 'clean' when you're in an anarchy - because noone is wanted in those systems. You need to check your contacts tab to see the bounty you'll be getting.

Slightly off topic - are NPCs ramming more than before? I got 3 bounties from idiot NPCs flying straight at me during dogfights. One of them took my hull down to 50% which was half the bounty but I figured - free money, shan't complain. :D

They are not trying to ram you they are doing a fly by with guns blazing. You are just getting in the way of their ship before they have room to stop.
