Naval progression seems fixed

The permits sound like missions but are just rewards. To get the next level up keep doing stuff that improves your allegiance reputation and you will eventually get a rank up mission.

The missions are a bit disappointing at the moment, only one kill mission for me so far.

Yeah mine's stuck trying to give me Ross 128 permit - I kind of figure I need to settle down and work some faction rep, to progress now - trouble is I'm just wandering around sight-seeing, so it's a bit hard to gain any faction as I don't have a "local" faction.
