Naval progression still bugged?

Yes, still.
It's apparently bugged, but known about. There are quiet a few threads in the Bugs forum on this.
Keep on plugging away. I had 3 missions not trigger anything, but it worked on the fourth for me. Then I had quiet a few after that which just worked first time. Seems either hit and miss or is dependent on the mission types / locations etc.

Bizarrely I have had 3 or 4 in the last week including one last night that all worked. The last one I did (post something or other) was stupidly easy. Deliver two tons of coffee ! I thought "no way that has to be a bug" but it did upgrade me on completion

Has been working for me last week.
Similar experience for me too - hit a snag where I wasn't getting any progression for several missions in a row, then a couple of days later they were working again.
Now ranked up to King. In case it makes a difference, the missions started working again shortly after I relocated elsewhere in the Empire and started earning reputation with other local factions.

Yup, I started from scratch with 1.3. Last night I decided to work on missions and ranking thinking it must have been fixed by now. I did two missions and no rank up.
I noticed as well, the the 'take x to x' rank missions tend to say '...take the canisters to $'. Where '$' should be the station/system name.
Every where I go I am already allied with the federation minor factions and I do not get naval progression missions. I am currently a warrant officer. I was a Chief petty officer forever and stumbled across a system that I was already allied with but still gave me some naval progression missions. Now they were offering me missions for the rank I already had and missions for warrant officer. I had to do 3 different missions that was supposed to give me warrant officer before it actually gave me warrant officer. And I have not seen a naval progression mission since and like I said everywhere I go I am already allied with the minor factions. So I guess I am just going to have to wait until they fix it or until by chance I stumble upon another system that for whatever reason, has some naval progression missions for me.
For the people that are getting missions, are you already allied with the minor factions when you get the missions? Do you still just do a bunch of mission at the station your at and it eventually starts giving you progression missions? Or are you like me and just stumble upon them at a stations you are already allied with? How are you triggering the missions? Thank you

I never had quite the same issue as you - I was getting the missions, they just didn't progress my rank.
For you, this may be where the new reputation decay system may be useful. If you stop playing in Federation space for awhile, your reputation with the minor factions and the Federation should decay back to Friendly. At that point, earning reputation with them might trigger some rank progression. That's just speculation though.
I recently ranked to King/Admiral - I would suggest you go for the "get us one canister of [ experimental chemicals | ancient artifacts | whatever ] from a nearby wreck". Those missions work more often than not. I wouldn't even bother taking other progression missions if offered - just wait for an easy canister retrieval.

I believe that, despite all the forum speculation, reputation has nothing to do with progression. Ignore the arrows. Take missions only from Federation minor factions (if you're going for a Federation rank), and you don't even have to use more than one station/system to do so - moving around is also a placebo. Ranking appears to be nothing more than a successful mission counter.
