Naval Ranking Balance Suggestion

Just an idea I've had, again.

Naval Ranking is understandably slow, but it's also rather unbalanced.

It's currently more efficient to do a load of data delivery missions, than to actually fight for your major faction in a massacre mission.

My suggestion is simply rebalance the rank progression gained from missions, based almost entirely on average time they take to complete. (Not time allotted, or time to complete individually).

For example, a massacre mission to kill 108 ships, can take between two, and three hours. And you gain very little rank from it.
(I have no exact details, but at my rank, it doesn't move)

However, in two hours doing data delivery missions, especially if you can stack multiple to the same destination, you can gain several percent per hour. (At my rank)
I personally refuse to use such methods, and I'm not asking for a nerf to it.

All I'm saying, is the rank gained from a single large massacre mission taking two hours, should be more or less equal to if you did two hours of data delivery missions (without excessive stacking).
I'd say go as far as making combat (or general warfare) missions be even better for ranking than passive peaceful missions.

I'd also suggest gaining a bit of rank for fighting in Conflict Zones too, nothing major.
And you shouldn't gain rank if you're in a CZ fighting against your own major faction (Fed Vs Fed for example).
No idea if that's possible.

Thoughts?
