Engineers Navy Progression Missions

Have these become system specific now? I've reached 100% on a current rank, travelled to several systems and stations owned by the relevant power, but no one seems to be offering me the next rank progression mission.

Bug?.. or do I need to go to a specific system to get one?

There are still rank progression missions, it is just that they are not as obvious as they used to be. Look for missions that state they are being done at the request of the Navy.

I have seen them, but they are very rare for some reason. Also at the moment i have not succeeded getting any i've seen because of the default neutral status with the minor factions regardless of you reputation with the major power. They've done it so you must first do missions for them, then you increase the influence, then you might get the ascension mission. I've done 4 missions for the faction and now I do not get the offer any longer. Those missions seem to be now randomly generated...
If this is going to be like this from now on.... I simply do not have time to spend hours what used to take minutes.
