PvP Need advice to meet a pvp challenge

So in my group of players I am pretty well known as the guy to go talk to about engineering questions and loadouts for pve. In PvP my experience is limited to fending off the occasional gank attempt.
Now we have a new guy that wants to challenge me to some 1v1 in his Conda. So far he has beaten everyone I know and I'd like to take him down a peg or two.
I play on xb1 so I think I am better off bringing another big ship to meet him. I don't have the precision movement of a HOTAS that a small manueverable ship would benefit from the most.
So that leaves me with Cutter or Corvette. I am leaning more towards the cutter but either works.

Can I get some advice on loadouts and tactics please? I have not paid attention to what the pvp meta is in ages.

My thoughts so far
C4 fixed focused pulse - phasing
2x C3 fixed focused pulse - phasing
4x C2 gimballed ammo cap frags - 2x screening, 2x drag

Is this good? or Scrap it and do something else?

I'm running prismatics and 8 boosters but should I equip a few heat sinks? Two? Three?

Help me beat this guy please!! He doesn't need to inflate his ego any higher by winning against his final opponent in our player group.
Any chance your opponent also reads the forums?

Dude, for PvP with a Cutter forget the energy weapons.
Incendiary, double shot Frags on the 2 large. High Yield Shell Cannon on the huge, Drag Munitions Missile Racks on the first 2 medium. Then Rails, or Mines, or Torps on the other mediums.

To not be cheesy, go rails if you can aim with em (feedback cascade and super pen, long range), Mines (Reverb Cas, extended capacity) if you can't.
You hit em with the Drag Munitions while dropping the Mines just as you pass each other, and they slow down into the Mines.. You ram and bang with the frags(/cannon), then once the shields are down you target modules and ram and bang again with cannon(/frags).

Take it or leave it, but this is legit as it gets in my experience.

You know, if I had some Big Three dependent PvEr wanting to duel me, I'd bring my Rinzler style Vulture armed with TLB APA's set on separate triggers and spam him so bad with target lock breakers that he either had a nervous breakdown and begged me to quit hitting him, or just clogged while screaming that I was cheating. That sounds like a lot of fun actually.

The Vulture is also very XB controller friendly. The strengh of the lateral thrusters makes it able to circle strafe a Conda tight, with FA-on.
 
Synth, you want the plus 15/30% anyway, and now we have mass capacity for mats.

Oof. I wish premium ammo were not in the game. There's a reason that the term "buff bot" exists in RPGs - you don't want the class handing out magic potions to also be the dps. But nope, in Elite we haven't learnt anything from decades of game balance.

I'm ok with premium ammo...as long as it doesn't stack with engineering mods.
 
I'm guessing that was the original intention with premium synthesis - it was available to non-Horizons users (therefore no engineer access). Inexplicably though, it stacks with engineering mods. I can't believe this was by design.

The problem with as it is now, is that any "optional" boost in performance that is unquestionably the most optimal choice in all cases is no longer optional. You are *always* at a disadvantage by not using it. Game designers usually understand this simple concept and implement restrictions to such effects. My example is that the effects are granted by only certain types of players (support classes), yours is that the effect does not stack ergo, it is one of several choices. For Frontier and Sandro though, they looked at World of Tanks and thought "Aha! This is a popular Game Design Mechanic! We must implement it because Reasons!". Herp derp gaem design is hrad mmkay?
