Need anti shield tank pvp build

Gankers don't care about 'declaring victory'. They want to see you go boom :) . The whole 'nerf shields' is because they can't kill people who don't want to do PvP. If you want to do pre-arranged PvP there is nothing stopping you from putting some rules around it.

Generally I am fine with the shield tanks. The whole concept of this game is that you should be able to avoid PvP if you want.. which the Cutter allows without even needing to high-wake or log out to menu. Also it is the definition of an 'end game ship' requiring all kinds of grind (materials, rank, credits etc).. so it shouldn't be easy to kill it with a cheap middle size ship.
He was speaking of pvp, not ganking. But there's seem to be some confusion between the two from some people.

But still, in pvp this will end with :
A "I won"
B "no you didn't"
A " yes i did, you left"
B " no you didn't"

You'll find that gankers benefit from the issue more than "noobs" (inverted commas because not sure if someone who flies an A-rated end game ship fully engineered with PP shields can still be considered one) so not sure who has the last laugh here.

Gankers benefit the most from this, in their mj-bloated reverski Cutters. They will never eat a rebuy or consequences.
A trade Cutter doesn't need more then 1000 or 1500 mj of shields, thats why people like me use their G1 thermal class 5 prismatics
and still never get ganked because you never lose more then a ring of shields.

Well I don't know about that. After all Cutter is such slow turning thing that hitting anybody who really does not want to get shot at is quite difficult thing to do. I'd think that would be rather serious limiting factor for productive ganking use.

At Sirius the last two weeks the bounty board looked like this:

CMDR ***** Cutter ~460 million bounty
CMDR ***** Corvette
CMDR ***** Cutter
CMDR ***** Cutter
CMDR ***** Cutter ~130 million bounty

I encountered three of those four Cutters myself, and can tell you they very much ganked the poopoo out of the CG,
if you listened to system chat. Not against people who knew what to do, I got myself torped with reverbs in my FdL against one of those
Cutters and jumped out effortlessly, and got attacked in my Clipper by the lower two on the bounty board and easily ran away, but many
CMDRs weren't as good in escaping as me (edit: or fly a Cutter/Corvette/Anaconda/T9/T10 or anything less maneuverable)

If you think you can't gank in a Cutter you have no idea about PvP, sorry.

I'm largely a PvE player with a passing interest in organic PvP, so I've had my fair share of encounters with gankers.

I can say hand on heart that most of them know what they're doing, there's no shame in admitting that (though there are also weak gankers out there but flying a Cutter compensates for that) - combine good pilot skills with a god-like ship and you will simply never touch them unless they allow you to, and most of them simply wouldn't.

I like my Trade Cutter don't get me wrong - it's basically safe mode during CGs or in other busy systems, but honestly? I find that a bit boring - I prefer my games to make me ponder about which ship/layout I should go for and go through a certain risk/benefit assessment where each approach will have some level of downside involved (I enjoy working around limitations I understand not everyone is like that though).

But instead, if there's a CG that involves hauling? Yup, easy choice, "get to da Cutter!". There are no downsides, unless the CG involves an outpost only.

Edit: And just to hammer the point home, first ship I was ganked in and ate a rebuy for was a Corvette. I have yet to do so in a Cutter (flying one for about 3 years, maybe 4), and that's a trader build with 6A Prismatic and size 4 SRV bay, 704t of cargo racks, collector limpets and I sometimes carry an SLF bay for S&G - it may as well have a rebuy of 1bn because it will never come to that.
