Need help and wisdom.frame rate help

i9 9900k 5ghz stable
2080 ti
vive pro

i was wondering if anyone out here could shed some light on an issue im having. my frame rate is at a consistent 90 fps at stations on planets and in space. my problem is when i drop into a rez site fps are 90 for about ten minutes and then frame rate drops in and out. it happens when im around a lot of npc ships. the steam vr frame timing shows gpu is perfect and cpu is perfect. temps on the cpu are perfect 54c but then when im around a lot of npc ships it drops in and out 70s to 90s fps and frame timing shows cpu with tons of late starts. i turn all graphics settings to low and still its after about ten minutes the cpu late starts and frame rates drop. whats strange is i can log in and out and its perfect for a litte bit even when there are a bunch npc ships around but then it happens and cpu begins to late start consistently. if i fly away from ships my frame rate is a perfect 90 again. so im asking is this normal or is there anything i can try that im not aware of. thanks for your help.
 
I see something similar on a lower setup than you, but in general fps doesn't seem very stable in. ED VR. Even in stations I'll get 90 for a while, then it'll drop to 60-70 for a few seconds then back to 90. I've no idea why and it's not something I see in. 2D.
 
At this point I'm thinking this game handles extra clutter rather poorly.

And not to mention AI, in my experience I think now the AI degrades heavily, so the longer all the npc's are doing things the less performance headroom we get.

I have also noticed that for instance haz res's perform slightly better than the others since there simply isn't a police presence.

I'm running an i7 8700k at 4.9ghz and a 1080ti, I'm pretty much locked at 90 with this, but a res after 10-20 minutes I start dropping increasingly into ASW, but it now takes a while for me to notice, And it's mostly during explosions or other brief periods.
