Go to system Men Samit and take out 'weltyparrot'.

Is that a target (a ship/commander name) or what do I have to do? I can upgrade in rank with this mission. It doesn't say much what to do.

It's an NPC name. He'll be in supercruise and will drop to normal space here and there. You can interdict him or just follow his low wake. Otherwise, keep checking Unidentified Signal Sources. He'll be in one of those too. Your target will continuously respawn until you kill him or the timer runs out.

As mentioned above the target is in Supercruise, sometimes Unidentified Signal Sources (USS) word.
