Yes I agree inspiration isn't easy. Starting with a blank canvas when there is so much you can create is pretty daunting. I can start a new park and just look at the whole blank screen in front of me and feel completely lost and not have a clue how or where to begin! 
But then... I just start with something small. I create a small hill with the terrain editor or place down a couple of walls or fences. I'll expand on that small beginning ... starting to add more to it. It will either look right and I continue adding to it, or it doesn't look right and I change it until it does look right.
Then I move on to the next thing, starting small.
So don't be daunted. Start small and build. And build. And build.
