Need plants which don't activate the "too much plant coverage" (for beautification)

I would love to add a ton of plants to my exhibits, move trees down on y to act as bushes, cover the edges with shrubbery. The current "coverage" system doesn't allow for this.

One plant to many and coverage goes from 100% to 0%. I never get nice habitats that way

Yes, this would be nice.

My ostriches only tolerate one tree and one bush and then start to get unhappy because of too many plants.

Still, I have decorated the habitat with more plants to make it look more nicely and their happiness with the habitat is at 68 % (still in the green, so I leave it at that as a compromise because in total they are at 89 % happiness which is okay).
