hmmm yea me too I think your suppose to download them from Irregular markers, and powered settlement cmd buildings but seem quite rare atm
from general intel I have gathered smear campaigns are pratically never found to my noggin so ye be warned
(probably a bugged 3% spawn probability chance as I am not sure if anybody has found those yet?)

I am in the system shown in screenshot cut'n'paste in spoiler, and there has been a download data mission to recover Defence Plans (just keep'em) ... this each and every time I've logged on (Multiple)... just sayin... not for everyone I know:
UPDATE: Please note after a two day glut* of Settlement Defense Plans (* 9 in total...for SDP's that IS a glut!!!); normal service is resumed..i.e. absolutely no SDP's to be seen!
I really can't get my head around just what triggers these items to spawn, in this case in such a random sort of way.................................... o7
DON'T forget to recover your Power Regulator from the settlements power console!!!!

I'm starting out with an alt, and I'm tripping over those things!
FC interiors are getting added next week, and the teaser video said that owners will be able to sell their excess on-foot goods via the bartender. If there's something in the journal similar to trade data, I'm sure it won't be long before inara and the like come out with a page telling you where carriers are selling things.
