Need some clarification about retail keys

So, I've bought Elite Dangerous a time ago on steam and now that I got a gift card (amazon) I want to buy Horizons with it.

Does Amazon (Germany, in my case) sell steam codes or is that key to be used directly with frontier and if thats the case can I migrate that with my steam account?
