So I was just knocking around a planet tonight in the middle of nowhere, no plan, no mission just shooting some meteorites for the innards and started getting a loud signal on the radar. Followed it and came across a toasted Scarab and found a canister of Narcotics. Not having dealt in the illegal trades not sure what to do with them. I made it into an outpost but any advice on how to rid myself of these for a few bucks before someone simply takes them would be helpful.

in outpost check under contacts, whether your outpost has a black market, click i want to illegal goods, sell.
if this outpost has no black market, you need to search for a station with a black market - you can see it via system map/ facilities (yeah, stations are telling about their black market there :-/ )

check galaxy map, in that check system map, in that highlight the station. in the top left click info.
you can see what services that station provides. if it says blackmarket then they have one if not well they dont.
