The "special" reward cargoes tend to appear more in economies which don't produce many other cargo types to give out instead - Service, Colony or Tourism.

Another option is to find a megaship and steal some - a lot of the "bulk cargo" megaship classes have Neofabric Insulation in their holds. If you find a derelict megaship of that class, you can legally salvage it.
