New BGS mechanic - Rout

The retreat BGS mechanic seems to be missing something. A "retreat" is an orderly withdrawal. A "route" is a disorderly withdrawal. There is not currently any mechanic corresponding to a route, and forcing a retreat in my experience is essentially impossible if it is being opposed. I suggest modifying the game such that when a faction looses a war by 30% points or more a "route" ensues (disorderly withdrawal). If a faction is routed, expulsion from all stations and from the system is immediate and unstoppable.

The word you're looking for is 'rout' [/PEDANT]

I think this would make taking control of systems rather too easy. Winning a war by 30% against a non-player faction is not all that difficult, especially in smaller systems.
It would also be unbalanced against the 'Election' state unless an equivalent 'Landslide' was added.
