Why not have a state that pops up during the late stages of a war (if it goes on longer than say, 4 days) and its cooldown? It would make the systems traffic suit the conflict that has gone on for a while.
It would act like debris fields / Thargoid attack sites etc with the following:
Military distress calls from stranded cap ships needing repairs
Abandoned staging areas (nice materials, but the possibility of other scavengers / military appearing).
Debris clouds mixed with mines (and nice mats)
Fleeing refugee convoys
Skirmish areas (like mini CZs in more interesting areas like asteroid fields)
Roving 'ace' pilots (in engineered ships that are tough)
New missions:
Reprisal: losing faction calls for a vengeance strike on the victor (could lead to increased chance of terrorist state during cooldown phase)
Reckoning: hunt down an ace pilot on the victorious side (could lead to increased chance of terrorist state during cooldown phase)
Capture prisoners: victor tasks you with recovering escape pods to interrogate the occupants. Could be on surfaces (crash sites) or space. Wrinkle might be a plea to let them go.
War Stories: locate and recover ships logs of the war to expose war crimes (lowers victors happiness during cooldown phase)
Recover the dead: salvage damaged escape pods from hulks: could be a good arena for generic logs, data, mats and hazards like mines. (would increase happiness to the faction giving during cooldown phase)
