Fairly sure it's a bug. PF LB as a faction does not allow black markets.
Just checked: every station controlled by PF LB now has black markets. Including Dalton Gateway (aka birthplace).
This is definitely either a bug, or developer oversight. Start systems were specifically protected against lockdowns by disconnecting them from BGS; now start stations need to be protected from UA bombing. You can imagine how bad it would be when a new player is born at malfunctioning station.
