New career choice - salvage
In ED, cargo found floating in space is 'stolen' by default, this got me thinking of a way to both gain gameplay and make the system more logical.

Salvaging could become a legal activity via salvage licenses bought from a local station.
The license would entitle you to pick up lost cargo and hand it in for a bounty within the system the license covers.
The cargo/debris would not be yours to sell it would be handed back to the insurers or owners by the station and thereby keep the space lanes a safer debris free place.

The system could also be used in conjunction with the USS system by introducing debris fields for salvagers to search for valuable salvage.
The debris fields would have a high risk of pirates being present to make the process a little less mining without the rocks

The license would:

only be available to 'clean' players
would be revoked on a criminal act
would only be valid in the system it was bought in
pay out a bounty based on a % of the salvaged items value i.e. you get paid more for Palladium than you do for scrap
