New? Checkpoints as well as merchant caravans?

Today I keep running into checkpoints and merchant caravans.

They want to buy bulk and promise great prices.

How do I sell to them?

If this is an old feature, I appologize, but I would still like to know what they are...

Checkpoints always existed (without any in-game purpose I'm aware of) in any System with an Active Conflict zone.

If by Merchants you mean "Seeking Weapons", those will appear in any System with Status "War" (not Civil war).

Not sure what precisely they buy or not, but I've read Reactive Armour, Non-lethal Weapons, Battle Weapons and Personal Weapons will all do.
So it seems the entire range of legal and illegal Weapons can be delivered to them.

For selling Cargo, all you have to do is to fly within ~400m range of a locked Type-9 smuggler for a few seconds... and (I think) you now have to have your Cargo hatch open to agree to the sale.
Then, the Cargo is magically beamed in unlimited quantity (your entire hold of matching stuff) and you get a Message 'Received x.xxx.xxx Credits'

If you're unsure about what Commodity is specifically needed (some USS-Type9 smugglers are very cryptic) - you have to run a Cargo-Scan on them. Their Cargo hold will reveal what exactly they are buying.

The t-9's I met where "seeking goods" in the system map.

I had never seen that before.

Checkpoint seemed a bit like a nav point...

Falconfly's advice works for the Seeking Goods as well as the other "seeking weapons/xxx/yyy" and the Type 9s that appear in the USSes
Cargo scan them to confirm what they are after.
Fly close to them with that good to sell.

The "Seeking Goods" appear i systems with negative economic conditions, *I think*, as their Comms chatter suggests they are bypassing the regular markets as there isn't enough to go around of what they are after.
Adds to your smuggling score selling to them.

Checkpoints arrive in Civil wars, (Wars?) and lock-downs, and shooting them up is a crime but further damages the stability of the faction they belong to - which is the Controlling faction of the system.
So if two non controlling factions get in a civil war the controlling faction will set up check points.

Seems like I have never been in a civil war system before...

"Seeking Weapons" want battle weapons
"Seeking Luxuries" is Performance Enhancers

Then there's also random USS merchants who want Tea, Minerals/Metals or Computer Components.

If you want to find out what they want, take a cargo scanner and scan them. They'll be carrying a couple units of the relevant good.

btw, this seems to be a bit of that dynamic galaxy thing talked about in the DDF.
