If you're talking about PowerPlay, no need to pledge to any of the powers unti you've learned the ropes and really need those PP modules.
On the other hand, if your're talking about the (minor) factions present in a particular system, just do missions for them,but be on the lookout if those missions damage your reputation for some other faction in the same system, might make some stations hostile.
