Similar mechanic to slaves.
They would be obtainable only if you are allied with the station (independent) or have high faction rank. You must be trusted.
Penal colonies would have constant high demand for them. They would be used as labor force. Certain stations would also have demand for various reasons.
They would come in four flavors:
Criminals:
Can be found mainly in hisec systems and places with enlightened and organised governments.
Anarchy systems or criminal bases would have a medium demand. Selling them there would mean you are letting them free for a price. They will resume their criminal ways...
Political prisoners:
Can be found in dictatorial style governments.
Democratic governments would have a medium demand. Selling them there would mean you are letting them free. They will resume their political agenda which can be good mission content for faction/station progression.
Prisoners of war:
Can be found on stations in conflict/civil war.
Militaristic governments would have a medium demand. Selling them there would mean that you are selling them as unwilling mercenaries.
Saving POWs would make good mission content for faction/station progression.
Designated prisoner: Black market only/Mission content.
Transport designated prisoner to a specified station (to face charges, penal colony etc). High pay potential and almost certain interdiction at every system, with counter offer and/or demanding the release of the designated prisoner. Otherwise, regular fetch quest mechanics.
Retrieve designated prisoner at a system. USS search quest. Average pay potential. Greatly elevated interdiction rate.
