Ship Builds & Load Outs New Conda Won't Jump or How Dense Am I?

Trying to build a decent jump range ship to do the Robigo passenger thing. I have 33MW of available power. Outfitting indicates I'm using less than half of it (no weapons). I can't boost away from station being notified of "Insufficient Power In Capacitor". What obvious error have I made? Also, quite perturbed at the large amount of mats burned in upgraded most all modules.

The min, without engineering, is a 5A or 6C power distributor. 27mj seems to be the minimum capacitor size required for boost. I engineered a 5D to work @ Grade 2 / Engines.
