One thing I kind of missed from JPOG which I think could work in JWE2 is the sense of rarity with fossils.
There were two mechanics back then that determined how you get fossils from expeditions. Choosing which dig sites to unlock per star rating, and the quality of the dig sites you could extract fossils from. These two limitations would have players be resourceful where to send expedition teams, as you might not get 100% genomes of certain dinosaurs from your playthroughs, and may need to rely on that game's fossil market to 100% complete the genome of the animal. Furthermore, depending on which platform you played the game on, you are only ever able to acquire 9-15 species of dinosaurs from the roster of 25.
Jurassic World Evolution 2 has a different sense when it comes to expeditions. There is little left to luck when acquiring genomes, as you can get 100% genomes from all dinosaurs provided you have the funding, time, research, and scientists to do so. Granted, JWE2 has a much larger roster of 80 dinosaurs than JPOG's 25 (especially when DLC makes it an astronomical 110!), so you may simply limit yourself to dinosaurs based on which ones are more convenient for you to acquire.
That being said, I think a Custom Challenge condition could be introduced that would bring about a limitation when it comes to expeditions. A limitation that should hopefully reinvoke a more resourceful strategy when it comes to choosing which dinosaurs to include in your park: limited dig site accessibility.
The game would have 79 dig sites with the deluxe edition roster, growing to 99 with all DLC included. That is plenty of dig sites to work with, some dig sites would have the entire species genome such as the Kaiparowits Formation with Nasutoceratops, while others house many different species at once such as Dinosaur Park Formation B with 5 separate species. Having a custom challenge mode option to limit available dig sites to a set limit would be fun, as you have to be selective about which dig sites you want to get permits to and which you are willing to never get access to depending on the availability.
For example, I think we could have the option in research to allow a fixed number of sites to choose from. So you could have options to limit the dig sites to 40, 50, 60, 70, or 80. That way when you start the game, regardless of your research, finance, and available staff, you have to be aware of the dig sites available to you in custom challenge mode, which brings about a new level of strategy to this park sim.
So if you limit yourself to 40 dig sites, you may be more tempted to choose dig sites that would have dinosaur genomes available exclusively to that region such as Kaiparowits Formation (Nasutoceratops), La Colonia Formation (Carnotaurus), and Ziliujing Formation B (Mamenchisaurus). Dig sites that house many dinosaurs are also tempting, but Dinosaurs that have multiple dig sites are a risk to include, so animals such as Tyrannosaurus Rex (3 dig sites), Torosaurus (4 dig sites), and Pteranodon (3 dig sites) may end up taking a good chunk of available dig sites if you aim for 100% genomes.
This would end up in games where you have to strategies which dinosaurs to include in advance, and decide which dinosaurs you plan to research and dig up. Shall you use up the dig sites for a park roster of low-rating but easy-to-acquire species? Or shall you make the most of what you have early on to ensure you get the star attractions in your park once you acquire the necessary research?
