New federation rank ?

Hi just did a mission that stated Post Captain rank reward (currently a post commander) completed mission & am still Post Commander for Federation. First had not heard of new ranks & second not sure why it did not promote me after the mission was completed. If any links or info would be appreciated,thanks in advance.

The new ranks were created by 1.3 but 1 of the many bugs from the incompetent 1.3 build is the rank missions not awarding the rank

Yeah I finally got my post Captain rank after 6 rank up missions lol! Oh well better late than never.
