New geologicals in system!?

If a cmdr is searching for a candidate system for colonization, intended for +40 hours of building facilities, they WILL perform an FSS.
I don't it's not required all the information is usually already available without the FSS and once the colony is down you can nav beacon it. The point however was that even in the worst case scenario that you never scanned it you have the information available. You should probably map your system but even if you don't you're not going to miss the existance of signals even if they were added new after the last guy sold the data.

Agreed.

I 100% agree that while searching for a candidate system cmdrs aren't going to FSS each system -> just the immediate system map, planets that exist, and slots available will be enough to immediately ignore most systems and move on.

And yes, when a cmdr has finally decided to claim a system with the intention of putting +40 hours into it with a specific plan in mind.... the system will have been examined. And if the system was chosen because of a specific planet with specific characteristics its reasonable to believe it was looked at.
 
So if you just jumped in, saw all the planets, started colonising (which you can do without FSS'ing) and only later approached close enough to those bodies the signal will seem to suddenly appear out of nowhere, but it's just close range auto-detect doing its work.
Back to your point... no this is not correct. If a system was chosen for colonization for specific reasons and more specifically a key planet with the desired characteristics then the cmdr must have examined the planet for those characteristics. Planet type, number of slots, bio/geo signals. If a cmdr was looking for a system specifically for this, then that is what they were looking for and hopefully chose.

Also, the action of placing a proposed facility on a planet inherently brings the cmdr to that planet. How does this cmdr build a surface port on this planet (many hours of space trucker gameplay) without noticing the characteristics of this planet until after the final moment of completion?
 
Well in my case the system I chose has NSP's, Earthlikes, and a water world so I raced to claim it immediately. When I wrote down the system features I was in system and did not FSS and wrote down only 2 planets with geo signals and 3 with bio signals. I was about 100,000 ls from any of the planets with signals so I could not have been proximity revealing. Now after a few buildings placed I decided to review the system and was surprised to see like 5 more planets with geo signals. The NSP's have disappeared in the system and can't be found with any sensor or proximity (I have put in a ticket for this) so it is possible for systems to change features after being colonized. it could be that the stellar forge regenerates the system after being colonized and may change some RNG features after building. My main point is that I did not FSS and saw 5 planets with signals put them in my excel file then later discovered more planets with signals that I had wrote down as bare.
