I would say a system that is in investment and civil liberty is the most likely place for a Pirate attack

Investment is the step above booms wealth is a flowing
And Civil Liberty is the sense every thing is safe and secure so likely lax of security

Rich easy pickings for the takings

After all why would pirates go after a system already in low down with heightened security
