new government type on galnet - workshop type

so galmap government type has a new government but no governments in control of a system called "workshop" anyone got any info or ideas

Isn't that government type for the engineer bases ?

one might think so, but the engineer bases dont belong to a faction so i dont think so as they dont form their own minor factions
