This thread is false, OP is trolling. Several people have verified over on Reddit there is no change in the rank system.
The OP is lying. Just hit duke 2 days ago and can buy Cutter no issues at all.
i can confirm that fed was ra as of yesterday. bought at Ix. I was post captain before 3.0
I'm locked out by rank but this is what I see in the shipyard.
REQUIRES EMPIRE RANK OF DUKE OR HIGHER.

Well sorry for the long time, but fact is that developers added a rank after duke. People who had duke before can buy cutter as duke, but the ones like me need the arch Duke. Tested.

Was it before 3.0 or after? I ranked AFTER 3.0 LAUNCH
oooooooooh boy. now my rank says DUKE again. maybe it was PS4 bug. or maybe translation error i did changed the language during the ranking.
arqui-duque on my language is like ARCH-DUKE not DUKE. that was the confusion i made.
