It did for me as well. Thinking on it it might be the Microsoft C++ 2012 Redistributable it installed which required a restart if it was the first time that particular version was installed on your machine.
When was the last time installing a game required you to restart your computer? Never? 1988? It's certainly odd regardless...
Must be your PC. I didn't have to restart. Can't blame FDEV for that one, sorry.
