Mission representative gives you a mission to locate and rescue a ship that's out of, or low on, fuel.
You may need to defend them while they get going.
Plenty of follow on missions can come from that.
Boom! Proper PvE use for fuel transfer limpets, seems as the chances of stumbling upon a stranded ship, while carrying fuel transfer limpets is highly unlikely.
If/when we get Repair Limpets, a similar mission could be created to repair a broken down ship.
