Im not 100% but for I think in Quebec they require a grand prize exclusive to their region. Say if I want to give away 1 chocolate bar, if the contest is open in Canada, including Quebec I will need to give away 2 chocolate bars, one to a winner in Quebec, one to a winner from the rest of Canada.
Obviously this doubles the cost of prizes in a contest, hence the exclusion.
