I think I am getting lost in translation I am talking the entire bindings folder not just its contents
so it will be re acquired from the server via the launcher options file valdator

Yes, removing the folder makes me log in again and the controller scheme disappears and I have to create a new one. The game still doesn't detect my profile.

a suggestion
in your products folder in your old pc there should be a folder called control scemes maybe copying that over after backing up whats in your new pc might do the trick
otherwise I am out of ideas other than all frontier folder deletion and reinstall

in fact copy the entire frontier folder over lock stock and barrel (don't use old shortcut to run it)
and your user folder as well then use my three step renaming tip on your binding files before its run
