This is a bit of an advertisment for my Colony System.
I did build up a high security system with almost perfect outfitting options (I only lack Imperial Ships and Special Stuff like Guardian Modules).
If you are new to the game, this might be a decent place to start, especially as it spares you from having to run around looking for a specific module for your build while you slowly accumulate the credits to upgrade your modules and your ship.

There is also an Asteroid Base around one of the Gas Giants in its Ring with a decent System Internal Trade Route between it and the Orbis (about 1700 ls to travel).
And because it is high security, it is also fairly safe to do, as NPC interdictions are rare and even if they happen, system security will be quick to respond.
