This is somewhat a problem. In reinforcement systems, you can scan the same wake again and again for merits. This gives 12 or 20 merits per scan, so just by sitting outside a station with a fast wake scanner, you can earn 36000 merits per hour.
This really needs to be fixed ASAP, as several major powers(not naming names) have started exploiting this to massively reinforce their systems with very little effort.

It's quite easy to test, just scan the same wake repeatedly.
