I've had this happen now two or three times. The first couple times it happened when I had several missions completed and ready to hand in and a couple of the restore missions were not finished. I know I powered them up because I went around with my "shopping" list and added to it. So, I aborted these missions as it was late.
it happened again last night on a single mission, but this time I noticed that as I was going gear up and preparing to jump away that the text stating I needed to leave the settlement was missing. As I left it still didn't show up and I looked at the nav panel and the outpost where I needed to turn the mission in wasn't blue but the mission location was still blue. I tried relogging, but nothing changed.
I turned around, flew back, killed more scavengers and used a power regulator that I had to power up the base and the mission completed. I really didn't expect that... The awesome thing is I got to run around collecting more mats and this time I got a lot better data downloads and quite a few mats like weapon components than the first run through. The not so awesome thing was I really need all the power regulators I can get right now.
So heads up, if the mission doesn't complete when after you leave the settlement you can just re-insistence and reap the added mats. I don't know if you can just shutdown and restart the reactor to get it to go again if you catch it before leaving.
On other notes, been doing a lot of these restore missions in a thargoid recovery state and most have been to mining sites. If it is a mining site, you will have scavengers waiting 100% of the time as you approach the settlement. About 75% of the time, you will get at least 12 reinforcements either as you are fighting the original bunch or as you are starting the reactor. This is true for military bases as well. If it is any other type of settlement, you won't see them. As such, scavengers are getting a bit old, I wish there were some other variations to the mission. Heck, even fires would be nice. It would be nice if the navy would do something, even if it was just a warning that scavengers were inbound, or even cheering you on when you wipe them out, run them over... Something!
Oh well, almost done with the engineering so I'll be moving on to other things. I just wish they would work on more variations to missions like these. With the mining settlements you always have 2 at the outlying rigs and 6 at the main base, reinforcements will land at the same place every time. Why are they empty? no bodies, no crashed ships, no thargoid slime, everything is just pristine, ready for occupation. So boring.
