New shield cell bank mechanics or perhaps new item?

There is this thing about shield cell banks being pay to win kind of thing.
I have an idea for change of shieldcellbanks or to create new item shieldboost, it will work like this:

Shieldcellbanks should NOT be consumable!
Think of it as a shield boost that charges from oversupply of your shield.
You have 100% shield then it charges your shieldbank. If you have 95% or less shield then shieldcellbank does not regarge/or yes explained later.

Situation you have 100 shield and 100 shield bank.
Regarging:
100 energy used will charge 100 shield or 50 shield bank so charging bank boost require 2x more energy! So you will have option of wasting power and have almost nothing left for other system or leave shield recharging to normal mode.
So you will have longer fights but here's the fun part!
If you use shield charge then your system will have to charge your shields and shield cell so 100 energy will be split 50-50 for shield but shield cell require 2x amount of energy! So you now have shields that recharge at 75% but it get's trickier than that! Since you can NOT use shield charge unless it's full you'll be at 50% shield regen for a 3x longer time than if you didn't use shield charge in the first place.
So you will use shield charge as last resort. Shieldcell recharger could also raise ship temperature so you'll have a bit more challenge.

You will not be dumb button masher but now it's tactics! Can i use shield boost now and quickly finish my opponent or am i in for a long fight that lowering my shield regen would hurt me more?
This will make shield cell fun to use and also make it cheaper. (used fuel is cheaper)
 
So, using this item would increase maximum shield capacity while it is enabled, but reduce the efficency of the regen, meaning that you trade long-term shield recharge for a quick boost to the shields?
I think something like this would be a lot better than the current system of shield potions.

Short version:

Not using it - 100% shield capacity 100% shield regeneration 100% energy use

After using shield boost
- 100% capacity restored (you can't go above 100% best used after shields are down), 50% shield regeneration and 25% shield boost regeneration 100% energy use.

If your shields are full and shield cell boost is not, shield boost then charge at 50% of your normal shield capacity speed but eat 100% energy!

Shield boost use 2x more energy to charge than normal shield!

Tactical advantage: use shield boost and disable shield boost module to get 100% shield regeneration back but no more shield boosts, it require quick action or you waste more time trying to click things than fighting.
