New Steam account but wants me to buy PC again

How do I play Planet Coaster again without rebuying it? I managed to create a new Steam account with my old email, my old account was hacked and is locked out, but now I can't load Planet Coaster unless I rebuy it again. That's over $70 with all the expansion packs. Can I use my saved games with a new Steam account? I can live with losing my subscribed items. I can subscribe to things again although I subscribed to a few thousand things.

Well, I decided to buy it again and I moved my saves folder over and I have my stuff back except subscribed stuff. I'll have to go through the entire workshop and subscribe again but maybe not as much. There's hundreds of pages on the workshop.
