(Taking control of abandoned settlements.)
Anarchies seem to be kinda dying out since Odyssey. Since everyone wants to attack them, they end up getting retreated out of everywhere but their home systems and lose all their settlements there, too.
Which does kinda make sense...but it also sucks.
I'd like to propose a new way for anarchies to spread. Any time a faction enters civil unrest and their settlements get abandoned for more than a certain amount of time, it should be possible for a nearby Anarchy to move in and take control, regardless of their influence. After all, they're just stealing something currently unoccupied.
They would enter the system and immediately be at war with the local faction. If players don't actively repel them, they'll take over the installations in question and be in the system! They'll probably get driven back out in short order, but that's fine; they'll just move around the galaxy, grabbing whatever's available.
