New Yembo Under Construction not an Ocellus!?

Surprised to see that the station under construction is not an Ocellus but an Orbis Starport.
It has engines but doesn't have the partially finished ring in the concept art in the newsletter.
I don't think I'm going to wait for the ring to appear. The graphics for it may simply not be available in the game...

In the video the ring comes in later stages- I assume the same happens here.
