I understand that elite dangerous modules number will be increased for odyssey. Will horizons also get the increase?

They said they were looking at it. Smart money is yes, otherwise they'd have to handle the case of what happens when someone with extra stuff in Oddy logs into Horizons. Really, that's just pointless work to have to do.
