Deep within Federation space, there is a small, unassuming system called Ngaliba. It is an independent system, outside the reaches of any of the major powers.
I first came across this system as I journeyed the area looking for both salvage and bounty hunting opportunities, and what i saw had a profound impact on me. As a spacenoid, someone born on the colonies, the plight of the hardy people of this system has deeply affected me.
The system is in the cold, hard grip of one of the most deadly outbreaks I have ever seen outside of fringe systems.
The disease responsible for it, the Ngalibian Flu, also known as Kingsmill Virus, is a highly contagious and deadly pathogen. First appearing on Kingsmill Settlement, it has spread to the nearby station of Nordenskiold Landing where it has ravaged the populace, leaving thousands dead or dying.

The real tragedy however is the utter lack of support from surrounding systems for the Ngalibans. No aid ships have been sent, no security ships supplied to prevent pirates from taking advantage of the deteriorating security situation and killing innocents. No mention of the incident on local or galactic news sources. It is if the entire sphere has forgotten about them.
The ngalibans are in panic, and there is a real danger of the virus, as well as conflict spreading to neighboring systems as people get increasingly desperate. Already convoys going through the system have been attacked and destroyed, by either local people attempting to enforce a quarantine or attempting to steal the basic necessities of life for themselves. It has become a flashpoint situation, and already groups within system have deployed hardpoints, as a manner of speaking.
This is where you, my fellow commanders, come in. Between us, we can save our fellow colonists from their predicament and stabilise the surrouding region. To that end, I push this message out to all commanders part of the Pilots Associations with two clear objectives:
1) Enforce a total quarantine of both Ngaliban stations. No ships are to dock, or undock, from these stations. Contacts onboard both stations have given sufficient evidence that stocks are sufficient for several more months of operation without resupply. It is imperative ships do not dock and contaminate their air supplies. This includes any and all commanders.
All ships that attempt to dock, or jump in system, should be warned with a immediate code red transmission. Ships that attempt to land, or leave from dock, should be immediately destroyed. Leave any escape pods for local recovery teams.
Ships that are carrying out this blockade must resupply from out of system and are not exempt from the restrictions. Lead by example, and we can contain the threat. If this disease spreads to surrounding systems, we could see the death toll hit the millions or even billions.
2) Local cargo ships are desperately seeking medical supplies. Whilst these supplies themselves cannot cure the virus, they can be used in an assistive care package that greatly increases the chance of survival. Word is that staff onboard Kingsmill Landing could be able to roll out a cure for the disease based on survivor blood samples. By providing relief to the sick and injured, we take pressure off these departments and allow more personnel to be diverted to finding a full and complete solution. Supplies should be handed out in space to waiting local ships - ensure that no shared air supply is allowed to be connected.
3) Pirates and other miscreants are taking advantage of the security situation. They must be discouraged, using force if necessary, if the interfere with the relief efforts.
4) The system could potentially break out into armed conflict. Commanders should refrain from getting involved with local politics or factions attempting to gain control - we are here only to help the citizenry. Once the outbreak is over, it is up to the Ngalibans themselves to choose their effective system of government.

Please note that this system due to the outbreak has descended into anarchy. As such, becoming involved with this effort is inherently dangerous and all pilots should be adequately insured.
