Punishing the entire Community over the Behavior of a Few is an Incredible Bad Concept for Online Forums.
The Community has no ways to reign in its People. So unlike Reality where Punishing the entire Community for its Members behavior can result in the Community pushing its troublemakers into compliance. In an Online Forum this will never Happen. Simply because the Community has no hand against any Troublemakers meaning that the Troublemaker has no reason and no requirement to comply.
It only serves to Agitate the People who get Punished alongside despite having not done anything.
Understanding for smaller Missteps.
Harsh on Intentional and Repeated Disturbance.
People aint Cows. In Fact the large majority are Fairly Gentle with each other and while they might get Heated they will follow the Rules and behave within the bounds of reasoning.
Its always the few Same People messing things up and starting to go out of Control.
So Punishing the 20 People enjoying a Topic is in Fact an Reward to this 1 Troll and a Punishing to 20 Innocent People.
This Ban is exactly the same.
Its an Big Mark of Success for the Few Troublemakers which have thus Won.
And its Punishing the Majority of People who just Enjoyed such Discussions.
The Answer cant be to give a Permanent Ban to the 20 Innocent People by Prohibiting the Discussions they Enjoy.
The Answer should be Harsh bans of the People which repeatedly go out of Control and cause Trouble.
You are wrong. Restricting freedoms of majority because of a couple of jerks is HOW WHOLE HUMANITY works. Most laws we have originated from actions of a few and influenced the whole society.
And I also disagree with your second point - people are, at large and generally, cows. They need to be told what they can and cannot do, otherwise they turn to anarchy. Scratch that. They are actually worse than cows.
