no all biome plants in older saves?

i saw that in my older saves, i can't use the plant decorations for all biomes? is this intentional?

That's strange.

I've been adding Mediterranean and a few tropical trees to my existing San Diego Park just fine. Can you share information about the settings of your sandbox?
