No Automatic Vendor Hiring

Is there anyway to stop this, as example when i place down a just a momento it automaticly hires a vendor, I always wondered is there no option to turn this off ? Maybe i just missed it and did not see it so im asking if there is such an option amd where do i find it ?

If there is no such option then it be a nice option to add into the game.

Just personally I'd prefer the vendors to be a fixture of the shop, i.e. not a full staff member, like they were in Zoo Tycoon. I of course understand the realism aspect of it and that not everyone agrees with me, but it adds a layer of management I usually can't be bothered with (plus, vendor work zones are confusing - assign to shop, assign to zone? What's better?).
