No Black Market - Unsanctioned Outposts

So I'm new... but I picked up some stolen cargo after shooting at somebody who was wanted. It seems odd that you can't pick up jettisoned cargo? I get the idea of to stop piracy, but there was no piracy here, just some wanted guy dropping cargo.

Anyway, so I took a trip to a few stations to try and flog it to no avail. I finally landed at Still Outpost in Luyten's Star. Looks like a perfect place to flog dodgy stuff eh?

Big fat pirate looking flag on the side, unsanctioned labelled brilliant. But no, no Black Market in the contacts menu.

In the end I had to jettison the cargo as I was racking up too many fines and it was stopping me from doing anything else. Am I doing this incorrectly?

I always thought that a system with an Anarchy state was where the black markets were....like freeport? but then ive only played a few days and am probably wrong

There are stations with black markets where you can sell the stolen goods. They must not have those pirate signs with them.

You can look for them e.g. in The Black Market List - for Smuggling , however it's OP seems to be unfortunately not very up-to-date for beta 3.0, but you may find the info in the latest posts.

I did think of going to an anarchy system, but the distances involved guaranteed a large amount of fines, clearly I was operating too closely to goodie territory (by chance).

Does anybody know what the pirate signs mean?
