So still not allowed to say or been told a date for their return... Boo 
Darn it,
Just transferred 5 years credits upkeep to my console FC and have 10,000T Tritium and waiting for last ever CG on PS and .............. nothing.
I do have my new PC Cmdr with FC for other tasks.
Guess I'll just have to let it stay near my Tritium station in Xinca for eternity (well 5 years should be enough to see out all ED versions)
Afterthoughts, I have just thought I can leave that FC in 3.8 and transfer all Cmdr credits and FC Tritium to my PC ones!

Yes every body with a FC on PC will actualy get two FC after update 14...
1 carrier for 3.8
1 carrier for 4.0
Both will run Independent of each other... in their own BGS systems... not reacting to each other... and they will decommission when the money runs out..

I'd been deferring buying a carrier on console 'cos I knew the transfer didn't support them and didn't want the faff. So if I buy a carrier today on my shiny new transferred PC account, this will split into separate 3.8 & 4.0 carriers on 29th? And I still have all the original console credits to buy one there too?!
From 0 carriers to 3 in a week. Lol, I think it's finally time to open my wallet.
Wow, Got Fleet Carrier on PS with 5 years upkeep, Carrier on PC with 5 years upkeep (1 only in EDH3.8 and/or EDH4 currently) and then after 29th I will have another Fleet Carrier with same funds of 5 years upkeep! ............. For Free! ...... Way to Go FD!

Who needs CG's now, I can now just choose best looking option and if not interested in Thargoids/storyline, just use PS or PC EDH3.8, well f me!
Not from update 14 each carrier will not be able to swap contents as your progress will be version locked...
Not only do you get 1 carrier per version you get an account progress locked to each version...
what you do in 3.8 will not show in version 4.0
So there's no way to move cargo from 3.8 carrier to 4.0 carrier as when you load into 4.0 what you did in 3.8 never happened..
Only cariers on the same version can interact...
3.8 and 3,8
So console carrier and PC 3.8 can swap but not 4.0...
