Horizons No conflict in conflict zones

In Asellus Primus the conflict zones have no action going on. I have tried all conflict zones and both sides are just flying doing nothing.
Even when I scanned a a Eranin ship and saw it was a "mission target" and shot at it, I only got attacked by Eranin ships... the other side did not even help even though they show up green on my radar (they are friends with me).

Are someone experiencing the same issue? I googled it, but I could only find similiar problems dating back to 2014 and early 2015.

I've heard about this issue a couple of days ago.
I think the conclusion was that if there is a cease-fire and war is ending, the conflict zones are still appearing for a few more days, but obviously the ship won't fight each other, anymore.
Check your system's faction states.
