Powerplay No current expansion attempts = no way to earn merits by fighting?

I am starting to dip my toes into Powerplay and have pledged to A Lavigny Duval.
She currently has no systems marked for expansion.
Handing in vouchers from kills from expansion systems is the only way I have found so far to earn merits for a power by fighting, are there any other ways?
I don't really have an interest in shipping goods around to help my power and would be much more useful in a more offensive capacity and would appreciate any tips to help me do so :)

Go to a Hudson control system, and interdict all ships that belong to a non imperial power, they give you 30 merits each.

Alternatively, you can oppose an enemy expansion and earn 10 merits each.
 
You can undermine other powers as well. In short, kill powerplay NPCs in control systems for hostile powers and you get 30 merits/kill.

Ahhh, I have to enter the enemies territory and kill them there, makes sense really.
