It does not "spawn". It is happening because of global "landscape" like thargs attack humans. E-D has spawns only at personal scale like crash sites. Everything else in game happens because of other events around unlike any other MMO.
No more, till Hudson tries to bump of Winters and Rackham before they can start their true election runs...

Hyper drive malfunctions are not going to work, as he's been caught doing that last time..
Thargoid explosives are now public and well know as they were stolen so he can't use them to blame the thargoids...
Will need to set up another bunch of accidents on stations...
